Early Childhood Education and Care Program at the OECD: Strengthening Knowledge and Policies

The Early Childhood Education and Care ECEC program enhance international awareness about investing in early years development, as well as to generate new insights for effective, efficient, and evidence-based policy development. This comprehensive program focuses on areas such as child development, early learning outcomes, transitions to primary education, curriculum and pedagogy, workforce growth and improvement, parental engagement, quality assessment methods, governance and funding mechanisms, equity, inclusivity, and beyond.

Structure of the Program:

The program collaborates with the OECD ECEC Network since 2007. Composed of representatives from OECD member countries, non-member states, economies, as well as observers from leading international organizations, this network convenes annually to review ongoing work by the OECD Secretariat and share knowledge on policies, practices, research findings, and identify potential areas for further studies.

Key Outputs:

  1. Thematic Reviews Starting Strong Series:

    These thematic reviews provide an international perspective on ECEC systems worldwide, discussing successful elements across countries that can be adapted universally. They offer policy guidelines to promote equitable access to high-quality early childhood education and care services.

  2. Country-Specific Studies:

    Tlored policy analyses are conducted for OECD member and non-member economies based on their specific requirements. Each study analyzes the ECEC landscape, including policies, practices in comparison with peers, identifies strengths and areas of improvement, offering recommations for optimization.

  3. International Survey TALIS Starting Strong:

    The TALIS Starting Strong initiative is a global survey med at gathering insights from staff and leaders in early childhood education and care settings across countries.

  4. Early Learning Child Well-being Study:

    This study improve children's early learning experiences, support their development, and promote overall well-being by measuring outcomes.

The OECD works closely with the ECEC Network for program development and implementation, leveraging collective expertise and resources from member states and international organizations. Additionally, the TALIS Starting Strong project is part of the broader Teaching and Learning International Survey TALIS framework.

Publications:

The program produces a variety of outputs including thematic reports like the Empowering Young Children in Digital Age series, comprehensive studies on specific topics such as Engaging Young Children, detled policy papers focusing on workforce development, quality assurance strategies, team dynamics in ECEC settings, and more.
